The Team Lead, Legislative Services, provides a crucial role in managing and supporting Legislative Specialists in the planning, coordination, and administration of various Council and Committee meetings. Reporting to the Leader, Legislative Services, the Team Lead provides daily oversight of the Legislative Specialists who support The City's legislative meeting processes for Council and Council Committee meetings, including scheduling, the setting and publication of agendas, the execution of meetings, the facilitation of public participation, management of amendments and other procedural motions, procedural advice and support for Chairs, management of the voting process for Members, preparation of bylaws, and the recording of meeting minutes, all in compliance with the Municipal Government Act (MGA), the Protection of Privacy Act, the Access to Information Act, and Procedure Bylaw 42M2025. Primary duties include:

  • Supervise permanent and temporary Legislative Specialists which includes recruitment, selection, orientation, evaluation, development, performance management and discipline up to and including termination.
  • Provide oversight of Legislative Specialists, ensuring staff coverage for all meetings of Council and Council Committees. Accountable for the correct application of CUPE Local 38 Collective Agreement provisions and human resource policies.
  • Effectively manage the Legislative Specialists by providing leadership, providing guidance, and ensuring that the team's work aligns with the goals and standards of the Legislative Services Section.
  • Represent the City Clerk at Council Committee, and City Board, Commission and Committee (BCC) meetings, fulfilling duties as per relevant delegations, legislation, bylaws and procedures, ensuring that Members of Council participate in Council, Council Committee and BCC meetings in alignment with their obligations and the eligibility requirements set out in the MGA and Procedure Bylaw.
  • Ensure public facing websites are maintained and up-to-date and continue to serve the needs of the public.
  • Review and analyze existing practices, identify gaps, and make improvements.
  • Responsible for quality control of all area outputs.
  • Liaise with other municipalities to identify best practices and establish formal or informal benchmarking for legislative services, projects and related administrative operations.

  • Compensation: Level M1 $115,627 - $144,534 per annum
  • Hours of work: Standard 35 hour work week.
  • Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
